important places and search suspicious persons who may be challeng ed by sentries. This system seems to me a better one than to grant a general power of search of persons. It must be borne in mind that many sentries are Indians. To allow them to search Chinese always/will) lead to trouble.

The clearing of areas is sufficiently covered by Section 7 of the same clause; while there is ample power under local Ordinances to close brothels and Section 11 of the Order-in- Council gives power to close an undesirable public house, if neces-

sary.

The movements of Chinese at night can be restricted

under Ordinance No .3 of 1888 Section 30 and there does not now seem

any necessity to legislate for other nationalities. It can be made

a condition of parole that a person under parole shall, on pain of

internment or deportation, be within his dwelling between certain

hours.

If thought desirable, however, there is no objection in giving general powers to the Governor to make an order on the lines of Section 24 of the regulations under the Defence of the Realm Act. Similarly power might be given to make an order on the

lines of Section 22.

A system has been instituted by which persons of other than Chinese race are not permitted to leave the Colony except under authority of a pass issued by the Provost Marshal. There is no legal sanction for this procedure and provision might be

made for it.

7.

There remains the question of arrest without warrant for action of a suspicious nature. I have no objection to legislat- ing on the lines of Section 13 of the Regulations under the Defence of the Realm Act so as to give power of arrest in the circumstances to the Police or to any person authorised in writing by the Governor

I have strong objection to granting such powers in this Colony to the Military Police.
